Found this article and it mentioned funding comes from Cleveland International Fund:

"Chaim Schochet of Optima Ventures, said, “We think downtown Cleveland has terrific potential and is on the verge of a substantial upswing. This hotel will be perfectly positioned to serve the new businesses and groups coming to experience Cleveland.”
Schochet said the Cleveland International Fund (CiF) was key to the financing of the project. CiF participates in the federally approved EB-5 program, which permits foreign investors to expedite obtaining U.S. visas. The foreigners must each invest $500,000 in a project that creates U.S. jobs within an EB-5 zone. The CiF operates an Eb-5 zone in Greater Cleveland.
To complete the financing package, the developers are working with the City of Cleveland and Cleveland-Cuyahoga Port Authority on a tax increment financing agreement and sale of bonds, respectively."
