DC was carved out of VA & MD. But a lot of assholes who work in the District live in both, some in WV… can you imagine commuting 3 hours to work every day & back?
People don't speak to their parents for all sorts of reasons, we don't know the specifics of yours. It's hard during the holidays when there is estrangement of course, but when the reunion comes it will be that much better. Her son may come around sooner rather than later, wounds can heal faster than you think, especially when good things are happening.
It's not the corrupt politicians that are commuting for 6 hours a day, it's the low level people who can't afford to live in the Metro area. But probably like you, I have no sympathy for anyone corrupt.
