The only thing I can think of to make it something TRUMP would sign (and really hoping he changes his mind at last minute)
It has a lot of funding for Military. With as much as Obama cut spending on them, we need a lot of stuff to make the Mil work right.
If the military is in worse shape than we have been led to believe, I can see him sacrificing planned parenthood (for now) to get plane parts and body armor.
