Oversight has to be done by independent organizations. It has to be unexpected, and un-interfered with. The Oversight organization must not have any relations with the companies whose products/processes are being checked out.

And we need a heck of a lot more independent oversight organizations. We now have very sophisticated forensic testing equipment readily available on the market, to check physical products. We have a large community of independent computer specialists and software engineers who can test/check control systems.
