There must still be lots of Cabal folks holed up in underground bunkers along with trafficked children. Sooner or later, armed forces have to enter these places and clean them out, hopefully rescuing the kids. Could be SWAT or could be Special Forces or even both, and air insertion is mandatory because there are ways to do it so that they can't see you coming.
I have a theory that the real powers behind the Cabal, who give the orders from the top, are a priest class who live underground all the time. Genetically these people are vampires with erythropoietic protoporphyria who cannot go outside in the sun at all. They spend all their time in dungeons or tunnels and bunkers.
Their job is to do voodoo type rituals where they are possessed by demons or by Satan, and then another priest will have a conversation, asking questions and writing the answers. They take orders from Satan on what to do, and pass these orders onward to the Cabal faithful, at least they do when comms are working.
Ideally, we would send in specialists in underground warfare with non-lethal weapons, including knockout gases that can be handled by children without permanently damaging them. Likely this means only weakening adults, so there will still be some sort of fight. If we can capture most of these vampires, they can be interrogated by PSYOPS specialists in DID so that we can learn more of their secret history, and how they got into the position that they did. We need this to prevent them from ever reforming or regrouping. Because of the Satanic Ritual Abuse in their upbringing and their DID, a skilled psychiatrist can actually bypass their programming including the suicide programming, and reach their soul, that core of a person's mind that is closest to God, and who will almost certainly freely hand over all the information that this mind has. This is because, the soul is actually imprisoned by the demonic layer of the personality, and wants to be freed.
