People out there are renting out rooms to keep there homes, the illegal immigrants get priority for housing and public assistance and SSI. Powerful families in control of resources or just plain "pay for play" systems for water rights and farmland.

Most of the people are so jaded that they think murder is a natural occurence, that fires destroying urban areas is normal, that criminals are just misunderstood.
