It appears that Anti-Corruption could be synonymous with Most-Corruption

Please excuse the time wasted here on word fuckery, but…

Consider Corruption in terms of a continuum. On one end of the corruption continuum, the term "Corruption" represents the least corrupt.

On the opposite end, the term Anti-Corruption represents the most corrupt.

Thought of this in terms of the Russian and Ukrainian Anti-Corruption departments. It would appear that both are anything but ANTI corruption, but are, in fact, harbors of corruption.
