It's hard to say to be honest. When it comes to official shadow banning testing tools, it does indicate majority of targeted accounts have not been shadow banned or suspended. However it's nearly impossible to tell if Twitter is using some other tools to censor people which cannot be detected.

To get a better idea whether this is is the case, one would have to monitor each of these still active targeted twitter accounts and check all of their tweets and see if there are any suspicious drops in retweets/likes and so on. For example if some twitter account has 50 000 followers and suddenly this person's tweets only get around 100 likes(if they got thousands before) retweets and little to no comments even though shadow ban tests showed this individual is not shadow banned, it surely raises questions this person is being censored in more sophisticated ways.

At the same time people like Ted Cruz have confronted Twitter about shadow banning in the past so it might be they have actually stopped doing it. What the ultimate truth is remains to be seen.
