I think she's Plan B. Plan A seems to be to run a bunch of people who are facing legal trouble and then sheek about Trump weaponizing the DOJ when one or more get indicted. But there seems to be a minority of the badguys who are not onboard with this plan and want to actually try to beat Trump in a fair fight, hence the one candidate who may pose a slight danger to Trump in the general election.
