Under Wray, the FBI has fought congressional and judicial oversight. It fought the public release of yet another damning opinion from the FISA court released earlier this year. It appears to have slowed the release of this most recent OIG report.

The OIG completed its probe of the Page FISA warrants in mid-September of this year. Nevertheless, the FBI withheld from the FISA court shocking revelations until the last possible minute. The FBI slashed by 85 percent its office in charge of monitoring the shady relationships between FBI agents and their confidential human sources.

In other words, Wray has accelerated the FBI’s decline in a way more commonly associated with James Comey. One need only listen to Wray’s words to understand why. He recently said of the shocking IG report on the FBI’s many deceptions of the FISA court that it was “important that the inspector general found that, in this particular instance, the investigation was opened with appropriate predication and authorization.” That’s actually totally irrelevant. That Wray doesn’t seem to care that the FBI repeatedly deceives courts to spy on Americans is what’s important.

The FBI sharply pushed back against the House Judiciary Committee chairman for a Christmas Eve deadline to finish reviewing more than 3,400 pages of closed-door interview transcripts that Chairman Bob Goodlatte wants to release.

In the letter sent to Goodlate, R-Va., late Friday, FBI Deputy Director David Bowdich says that releasing the transcripts without proper redactions "will result in the disclosure of law enforcement sensitive information.”

“Moreover, given the nature of the topics covered with the witnesses, including FISA warrants and counter intelligence investigations, the transcripts, individually or in combination, may contain classified information,” wrote Bowdich.

During his confirmation hearing, Wray said of the FISA process: “There are a number of oversight mechanisms built into the statutory framework . . . including the FISA Court itself . . . and I think that’s appropriate and I would look for ways to ensure the tool was used appropriately.”

The numbers are staggering. As noted by the court, in 2017, the FBI ran approximately 3.1 million queries against the database. The FBI was required by law to record how the search of data on Americans was “reasonably likely to retrieve foreign intelligence data information” or “evidence of a crime.” But the FBI did not record any such justification for thousands of searches. Worse yet, some of the searches were found to involve family members or other improper searches for personal reasons.

The FBI procedures for ensuring constitutional compliance were so lax, according to the court, “it appears entirely possible that further querying violations involving large numbers of U.S.-person query terms have escaped the attention of overseers and have not been reported to the Court.”

FBI Director Christopher Wray offered mixed reactions to a Justice Department watchdog report that uncovered "serious performance failures" on the part of agents involved in the Russia investigation but ultimately determined the bureau was justified in launching its probe.

In an exclusive broadcast interview with ABC News, Wray lamented "actions described in this report that [he] considered unacceptable and unrepresentative of who we are as an institution." But, he said it was "important that the inspector general found that, in this particular instance, the investigation was opened with appropriate predication and authorization."

Wray did not respond directly to the president, but pushed back on the "Deep State" characterization of the bureau's work.

"I think that's the kind of label that's a disservice to the men and women who work at the FBI who I think tackle their jobs with professionalism, with rigor, with objectivity, with courage," Wray said. "So that's not a term I would ever use to describe our work force and I think it's an affront to them."

FBI Director Christopher Wray on Monday announced that he is “ordering over 40 corrective actions to address” the issues raised in the Department of Justice inspector general report released Monday.

The report on the bureau’s conduct investigating Russian interference in the U.S. election found no evidence of political bias influencing the process, but did identify multiple “fundamental errors” that “were made by three separate, hand-picked teams.”

Wray in a statement on Monday said: “the FBI accepts the Report’s findings and embraces the need for thoughtful, meaningful remedial action. I have ordered more than 40 corrective steps to address the Report’s recommendations. Because our credibility and brand are central to fulfilling our mission, we are also making improvements beyond those recommended by the OIG. And where certain individuals have been referred by the OIG for review of their conduct, the FBI will not hesitate to take appropriate disciplinary action if warranted at the completion of the required procedures for disciplinary review.”

The FBI director told ABC News the same day he thought it was "important that the Inspector General found that in this particular instance the investigation was opened with appropriate predication and authorization.”
