Montenegrin Parliament Adopts Controversial Religious Bill

 

The Montenegrin parliament adopted on Friday the controversial religious bill, which sparked public outrage.

 

The bill has been put forward by the ruling Democratic Party of Socialists of Montenegro and proposes to make all religious buildings that were owned by the Kingdom of Montenegro – before it was incorporated into the Kingdom of Yugoslavia in 1918 – public property. The Serbian Orthodox Church thinks its assets could be seized and given to the self-proclaimed Montenegrin Orthodox Church, which is unrecognized by other Orthodox institutions. Earlier on Friday, lawmakers from the opposition Democratic Front clashed with representatives of the parliamentary majority and were later pulled out of the building by police.

 

“Forty-five [out of 81] lawmakers voted for [the bill], no one against,” parliament’s Speaker Ivan Brajovic said, according to the press service.

 

For years, Montenegro, as the Diocese of Montenegro and the Littoral, has been a part of the Serbian Orthodox Church. In recent years, however, the government has been supporting the Montenegrin Orthodox Church, which proclaimed itself autocephalous in 1993, saying that the Serbian Orthodox Church undermined the country's independence.

Tennessee Counties Consider Rebuking Gov. Bill Lee’s Approval of More Refugee Resettlement

 

About a third of Tennessee’s 95 counties, thus far, are considering rebuking Republican Gov. Bill Lee’s approval for the State Department to resettle more refugees in the state next year, Breitbart News has exclusively learned.

 

For Fiscal Year 2020, President Donald Trump will continue cutting refugee admissions by reducing former President Barack Obama’s refugee inflow by at least 80 percent. This reduction would mean a maximum of 18,000 refugees can be resettled in the U.S. between October 1, 2019, and September 30, 2020. This is merely a numerical limit and not a goal federal officials are supposed to reach.

 

Coupled with the refugee reduction, Trump signed an executive order that gives localities, counties, and states veto power over whether they want to resettle refugees in their communities.

 

Last week, Lee gave official approval to Secretary of State Mike Pompeo to resettle more refugees in the state of Tennessee next year despite a high-profile Tenth Amendment lawsuit that questions the constitutionality of the refugee resettlement program.

 

Now, at least 31 counties in Tennessee are considering adopting a resolution that rebukes Lee’s approval for more refugees and demands that refugees not be resettled in non-consenting counties. The resolution contends that even if some counties do not consent to refugee resettlement, neighboring consenting counties will be allowed to resettle refugees in those non-consenting counties’ borders.

 

Breitbart News exclusively obtained the resolution, which reads:

 

BE IT RESOLVED that [County Name] does not want to be forced into participating in the federal refugee resettlement program due to either Governor Lee’s consent and/or being within the permissible placement radius of a resettlement agency office. [Emphasis added]

 

BE IT FURTHER RESOLVED that [County Name] requests that Governor Lee retract his consent for initial resettlement in Tennessee for both the one year period of time as stated in his letter and/or the actual consent period required by the Funding Notice. [Emphasis added]

 

BE IT FURTHER RESOLVED that [County Name] requests that in the event Governor Lee does not retract his consent for initial refugee resettlement, that [Lee] submit a revised letter of consent to U.S. Secretary of State Mike Pompeo and to Lt. Governor Randy McNally and House Speaker Cameron Sexton exempting non-consenting counties from forced participation in the initial resettlement of refugees in Tennessee. [Emphasis added]

 

BE IT FURTHER RESOLVED that [County Name] requests that Governor Lee by written notice inform the resettlement agencies which maintain offices and operations in Tennessee that they may not place arriving refugees in non-consenting counties. [Emphasis added]

New York to Allow Accused Criminals to Inspect Own Crime Scenes, Quickly Obtain Witness Names

 

The state of New York will soon allow accused criminals to inspect their own crime scenes and will quickly provide them with a complete list of named witnesses testifying against them as part of a series of new jailbreak laws.

 

As Breitbart News reported, New York’s bail reforms, set to go into effect January 2020, will ensure that suspects accused of crimes deemed “non-violent” are not jailed before their trial dates and do not have to post bail. Instead, these suspects are released directly back into the public and expected to show up for their court dates. Roughly 125,000 accused criminals are expected to be released from prison every year in the state.

 

Those so-called non-violent crimes include second-degree manslaughter, aggravated vehicular assault, promoting an obscene sexual performance by a child, possessing an obscene sexual performance by a child, criminally negligent homicide, and aggravated vehicular homicide.

 

As part of the measure, defendants will have new privileges in their criminal trials — including being allowed to inspect their own crime scenes. For example, if an individual is charged with home burglary, the suspect will be allowed to return to the victim’s home and inspect their property as part of their defense.

 

“It really boggles the mind that this is a reality for us now,” Lt. Steven Stockdale of the Warren County Sheriff’s Office told CBS 6 Albany in October of the provision. “Talk about re-victimization.”

 

Another portion of the law will more quickly give defendants a full list of named witnesses testifying against them in the criminal trial. Starting in January, the prosecution will be forced to hand over to defendants a list of named witnesses within 15 days of the defendants’ arraignment.

 

In June, the Manhattan Institute’s Seth Barron and Ralf Mangual wrote that such a provision will make it impossible for prosecutors to ensure witnesses are protected through the criminal trial process:

 

Prosecutors will no longer be able to assure witnesses that their identity will be protected, even in the case of grand jury testimony, which the new law will now require be disclosed. (While there’s a provision to ask a judge for a protective order to shield a name, that would come after cops and prosecutors talk to witnesses to make an arrest and build a case.) [Emphasis added]

 

 

Manhattan DA Cy Vance put it this way: “Having to hand defendants a roster of who has spoken out against them just 15 days after their first appearance, absent a protective order, is a seismic change that undoubtedly will dissuade witnesses who live in all neighborhoods from reporting crime.” [Emphasis added]

 

Manhattan’s District Attorney Cyrus Vance Jr., and Brooklyn DA Eric Gonzalez are just two of New York’s district attorneys, as well as law enforcement officials, who have spoken out against the bail reform plans. Both are progressive Democrats.

 

Across the county, jailbreak legislation is helping to free thousands of accused and convicted criminals from prison. Federally, the First Step Act that was signed into law by President Trump has thus far freed about 240 sex offenders, nearly 60 convicted murderers and assailants, as well as almost 1,000 inmates convicted of drug crimes.

 

Also freed by the First Step Act is Joel Francisco, a notorious former leader of the “Latin Kings” gang who immediately returned to a life of drugs after his release and is now accused of murder.
