Instead, they ignore the tunnel systems, oversee transfers of shipments at docking bays and airports and even help facilitate crime.
Police forces are localized factions of militants that occupy local areas to ensure debt is collected, that dissent is tempered and to gather intelligence on grassroots movements, even going so far as to infiltrate such movements.
