in the big cities, the police lean toward the corrupt variety, or at least they're the ones everyone notices/remembers.
In the old west, a city would have a sheriff, who could deputize a few locals, usually just for a particular task rather than making them permanent Constables On Patrol duty. But "citizen arrest" are still a thing, and could become more prominent again.
Honestly I think with a slight societal shift back toward personal responsibility, a complete reversal of the NFA/GCA/gun control in general, and this policy of not having "cops" as some sort of magical uber-human allowed machine guns despite being a criminal protected by a brotherhood of "we're the cops" would become completely viable.
