Common sense, in Rudy's test, is used in reference to the American people. I get the pun, but gramatically should it not be capitalized as its the American people's common sense, not Payne's Common Sense, which is being referenced? The subject of the sentamce?
This ambiguity is exactly what white hats use for comms.
