It's more complicated, especially since SCOTUS reined in Obama's use of them. Remember, at the start of our Country, Congress met for one month a year (Dec.), hence the need for recess appointments if, for example, an Ambassador died in April… leaving the seat open for 8 months wasn't acceptable.

 

Of course you could take that argument and say the refusal of the Senate to confirm nominees produces the same effect for certain positions. (Hard to argue that for judges since there are other judges who can pick up the slack… at least in theory)
