Possible "2 + 2 = 4 Reference?

Came across pic related while digging through press releases from the State

Department:

The article is pretty extensive, but the gist is that there is a 4+ country

military partnership working to secure the Indo-Pacific region (and more): the

USA, Japan, India, and Australia.

 

If you do a search for "2+2" at state.gov, you'll come up with a ton of

articles–most of them pertaining to this military partnership, but several of

them pertaining to human trafficking designations.

 

As far as I can tell, this "2+2" thing originally referred to the US-Japan

Security Consultative Committee, which is a periodic meeting to discuss various

issues relating to our relationship as it pertains to the military. I found

From the latest notes, it sounds like we'll be selling some heavy-duty equipment

to Japan in the near future. There's also a heavy emphasis on the need to

confront emerging technological threats from "space, cyberspace, and the

electromagnetic spectrum."
