Whatever actually happened has the General pretty upset. The entire time he's on camera he's breathing very very heavily, and keeps himself rigid and upright the whole time. He either sprinted to that briefing or he's suppressing some intense stress and anger over what they're talking about. He is also constantly scanning the crowd, and he locks eyes with the camera quite a few times. His stress is making him feel exposed, vulnerable, so he's searching for threats.
