I'm digging into Presidential powers for things like appointments during a Government shutdown. I'm wondering if laws are similar to recess appointments. Capital Hill staffers would be furloughed during a shutdown and it seems to me that leaves a default recess happening as no sessions could take pace. If it is 3 or more days, President can appoint his nominees. ( during recess) Anyone have a take on these thoughts?
