It can't just be a threat. He cannot sign this thing. Gov shuts down at midnight, no time to rewrite and strip out all of the garbage. Has to veto and force shutdown in order to get a decent bill. They won't, and don't, have the balls to try to override a veto

They can't leave town without funding the gov. They will have to stay and work it out. Leaving would look way too bad for them in an election year.
