Depends how many interfaces the device has - like network cards on one computer could be 16, or you can use VPN's to mask IP hops by routing thru multiple gateways differently. I suspect it's just easier to get 6 old phones and use 3G/4G from each of them….
It's probably three shifts of 2 or 3 guys using multiple devices…. Shareblue or some other Open Societies Foundation sheeit. My guess is offshore because of their peak presence times.
