You are on the right track, but nobody will listen to a vague statement like that. You need to give a reason for disliking the bill, and ideally a call to action.

If you go to your Congressional Rep and say:

I don't like that omnibus bill because you reps in Congress clearly didn't read it and discuss it and deliberate it. You need to stop doing stupid stuff like that or else we will vote in better reps.

The above statement gives a reason for your opinion and tells the Congress rep what you want them to do about it.

But don't bother POTUS. He won't listen to you. It is not his bill. He didn't put all that junk in there. He just signed it in order to protect you and your country by having a strong military. You need to direct your anger to the REAL CULPRITS.
