I’m pretty sure this is the same way congress works. They’re called law makers but they make no laws. Laws are constitutional items only. Everything that happens in congress is statues, rules, regulations, etc. These items are written by lawyers from special interest group (broad term) and lobbyists which grease the skids in congress to gain supporters, sponsors, etc. Statutes get enacted as they make the way through the system and all the legislative and executive branch participants are certain of their own benefit or personal gain in exchange for supporting the bill. This scenario can be the most likely way it works because it guarantees corruption which is exactly what we see here this day.
Yes…it’s the forehead or the hand which indicates the front side (spiritual side) as opposed to the backside (natural side). And since it exactly relates to a thought and it’s deeds then it could not be the conception of that thought since it would therefore need to read “in the forehead and the hand” when we consider the thought must first be conceived by the mind before being brought forth in the works. Whereas once that thought is brought forth it then loosed into the spirit realm which is the sum of both the deed and thought in manifested form. Deed and thought in the spirit realm cleave together by necessity, they cannot be separated, and therefore the word “or” applies perfectly because the spirit can be called either. As far as the number 666 is concerned and what it actually means, you’ll find that answer in Genesis chapter 1.

Example: A man has the thought to be greedy. The mind either casts that (seed) thought out or that seed conceives. When it is conceived it brings forth as evidenced by the works (child), the man brings forth greed. And to the works of greed is given the spirit of greed to walk in.
Every man is given according to their works.
