The bill is very specific, don't have it in front of me, refers to a specific code (something about already approved by a certain date in 2017) and when you search that link it basically means Trump can only build what already exists as a border fence.

He is a leader and has to make the case to his base and the American people. He has not done that yet nor did he prep the usual suspects to do so which is why he is getting crucified.
Where is his staff making this point? Where is Trump on twitter bypassing the media to make this point? He has friendly media (not much but it exists), but I don't see him using it.
Political power is derived from public support (and military at least in the short term). Maybe he is giving us time to throw our temper tantrum, but ultimately it is up to him to make his case to the public. If the public is still crying, its because he did not sell his vision. We know his supporters will buy what he is selling, so right now the issue is Trump plain and simple.
Tomorrow is another day, but that is the plain truth of it.
