I don't know how you can stop illegals from voting or people from voting in multiple precincts, but the thing that is really skewing the votes in most precincts is the computer software and ballot box stuffing.
Both those can be circumvented.
Refuse to use the computerized voting machines. Insist on paper ballots, marked with pens by the voters. Make sure to have observers present at all times, to watch for ballot box stuffing or switching. Stay for the final count and observe it, to make sure votes aren't discarded by workers, and that the counts are accurate. Double check the reported counts against what you observed, when reported by the country clerk. If every precinct has citizen observers round the clock, from start to finish, this will cut way way down on vote rigging using these methods.
