It’s magnesium. In the US, it’s found in steering columns a lot. In the photo posted, I’m guessing it was used in the brake parts. Burning magnesium and water don’t care for each other. When it’s hit with water, it will spark and ‘explode’ so to speak. Have to just keep directly on it with heavy water flow and it’ll eventually go out, but not without a fight.
