Previous tweet was about Iran never losing a negotiation. My take on this is that POTUS is saying that Soleimani take down was part of the negotiations. The regime in Iran wanted him taken down and couldn't do it. Oviously this isn't optimal for POTUS since it exposes him to critics ("POTUS wants to start a war against Iran") but in the end he conceeded on this. My speculation is that Soleimani was killed in Iraq because of optics (not a direct attack in Iran). He was probably drawn in Iraq with an excuse (trap)
