Multiple meanings exist.
There is the immediate, obvious, superficial meaning - at the time it referred to Rex Tillerson, then SoS and his itinerary.
It can also, later on show a different layer of meaning, in this case, I propose "refer to" which would be
>refer to days after
>refer to Kenya
It could also mean something altogether different we haven't thought of yet, AND yet what we have put forth as possible meanings can also be true at the same time, the other meaning just not revealed yet (future proves past) in that the necessary event/reportage or digg has not become known to us yet.
This is what 'multiple meanings exist' is all about.
It's frustrating at the time and confusing, but necessary to avoid violating NS and giving away too much to the enemy.
