Well, that is one way to look at it, sure.
The other way to look at it is that it is implying the CIA is really the CA… Whatever that is. The CIA is comprised of old OSS agents, who were selected by MI5 for training in World War 2. We think we are all Americans and that most/all families identify as American - but let me ask if the people who were recognized as nobles by the British Crown, or other old world powers, look at it the same way - and how might such people raise their children since the Civil War?
If you were American Intelligence and you were picking, say, Californians to train in their intelligence efforts following a hundred and fifty years of them becoming and independent island… Would you select people who were loyal Californians or people who were loyal Americans who just happened to have remained on the land?
The CIA is merely one of the later installments of a very old set of authorities that have cooperated through the eons across industry, finance, and politics.
