Northern Ireland is part of the UK unlike Southern Ireland (Eire) which is an independant republic. Therefore any extradition treaty that applies to England also applies to Northern Ireland. Although Northern Irealnd has its own devolved government it still send MPs to the UK Parliament, as does Scotland.

Very possible; as POTUS immodestly claims, he knows how to play the game and he can play it better than anyone else. Wouldn't surprise me in the least if he's just taken out a major chess piece that has been wreaking global havoc, unchallenged, for years. DJT plays to win, which means he doesn't necessarily play by the rules of engagement that have hidebound previous presidents and administrations for decades.
