No offense taken. Your statement did make me take another look at the bill. The word abortion is on there 28 times. It explicitly states that none of these funds may be used to pay for abortions.

If an organization chooses to cook the books to use federal funds to pay for abortions, then they will be breaking the law. Obviously it could be done. Crooks will be crooks.
