Whoa! Here's the real situation. The official steps in providing funds to the federal government are the budget resolution, authorization, and appropriations. The first step is enacting a budget to provide an agreed-upon max $ figure for each agency. The budget is a RESOLUTION, not a LAW, and is a non-binding agreement. Next is the authorization LAW that permits programs to exist (especially important for new-start programs) and which provides specific $ limits. Lastly, Congress appropriates money via a LAW such as the recently passed Omnibus monstrosity.

 

The Executive Branch is also bound by two other laws that basically state 1) you can't spend money you don't have and 2) it has to be spent on what Congress says must be funded.
