He gets points from the left for ostensibly supporting restrictions.

This rule change involves a mandatory comment phase. Anyone can submit their feedback on the proposed rule change to ATF.

If the proposed rule is ambiguous or has other enforcement issues, that could be exposed in the comments phase and derail the rule.

POTUS can say I wanted this, but we all just learned that it's not so simple… can then transition that to some more practical reform like rewriting NFA, etc.

ATF has already cleared bump stocks, so asking for a ban now is implying that they got it wrong. ATF digs in and says no we got it right fuck off.

Bump stock = LV now… ATF going back on that ruling now could be perceived as a mea culpa. I don't think ATF wants to issue a mea culpa for LV, nor should they.
