D. Venezuela-Of the funds available… not less 9 than $15,000,000 shall be made available for programs to 10 promote democracy and the rule of law in Venezuela.

EUROPE/EURASIA

-Georgia- not less than $105,325,000 shall be made available for assistance,

Ukraine- not less than $420,700,000 shall be made available for assistance. LIMITATIONS None of the funds appropriated by 22 this Act may be made available for assistance for a govern-23 ment of an Independent State of the former Soviet Union 24 if such government directs any action in violation of the territorial integrity or national sovereignty of any other 1 Independent State of the former Soviet Union.

Turkey-None of the funds made available by 12 this Act may be used to facilitate or support the sale of 13 defense articles or defense services to the Turkish Presi-14 dential Protection Directorate (TPPD) under chapter 2 of 15 the Arms Export Control Act (22 U.S.C. 2761 et seq.), un-16 less the Secretary of State determines and reports to the 17 appropriate congressional committees that members of the 18 TPPD named in the July 17, 2017 indictment by the Supe-19 rior Court of the District of Columbia have returned to the 20 United States to stand trial in connection with the offenses 21 contained in such indictment or have otherwise been 22 brought to justice: Provided, That the limitation in this 23 paragraph shall not apply to the use of funds made avail-24 able by this Act for border security purposes, for North At-25
