Good grief, that is absolutely false. It’s law, an omnibus federal appropriations bill that sets forth discretionary (meaning non-mandated by prior laws such as entitlement) for the next 6 months.

An omnibus is all 12 appropriations bills assembled together in one porktacular bill. If it’s passed, and signed into law, those are the funds to be spent on non-mandatory programs for the designated period.

He decided the military funding now was needed so badly that he had to eat a shit sandwich to get it. He tried to make it not look so bad so his supporters wouldn’t be so angry. That didn’t work, so he tatted the never again/line item veto stuff.
