The transfer authority provisions in the bill seem to be the key to figuring out if POTUS can use part of the 700Billion military funding appropriation for the purposes of building the wall by transferring to the Corp of Engineers. Does anyone have a good understanding of how these transfer authorities work?
The transfer authority procedures and limitations are described in this document. I don't really understand it.
