TRANSPARENCY AND ACCOUNTABILITY— 15 percent may not be obligated until the Secretary of State determines and reports to the Committees on Appropriations that the organization, department, or agency Is legit, upstanding, and legal in all ways on the internet, effectively implementing and enforcing policies, etc. (Accountable)

RESTRICTIONS ON UNITED STATES DELEGATIONS- None of the funds made available by this Act may be used to pay expenses for any United States delegation to any specialized agency, body, or commission of the United Nations if such agency, body, or commission is chaired or presided over by a country, the government of which the Secretary of State has determined, supports international terrorism.

 

RESTRICTIONS ON CONTRIBUTIONS—None of the funds made available by this Act may be used by the Secretary of State as a contribution to any organization, agency, commission, or program within the United Nations system if such organization, agency, commission, or program is chaired or presided over by a country the government of which the Secretary of State has determined, is a government that has repeatedly provided support for acts of international terrorism

UNITED NATIONS HUMAN RIGHTS COUNCIL.— None of the funds appropriated by this Act may be made available in support of the United Nations Human Rights Council unless the Secretary of State determines and reports to the Committees on Appropriations that participation in the Council is important to the national interest of the United States and that such Council is taking significant steps to remove Israel as a permanent agenda item and ensure integrity in the election of members to such Council: such report shall include a description of the national interest served and the steps taken to remove Israel, Secretary of State shall report to the Committees on Appropriations not later than September 30, 15 2018.

PROHIBITION OF PAYMENTS TO UNITED NATIONS MEMBERS- Funds cannot be used to pay in whole or in part any assessments, arrearages, or dues of any member of the United Nations.

CAPITAL PROJECTS. None of the funds made available by this Act may be used for the design, renovation, or construction of the United Nations Headquarters in New York.

WITHHOLDING OF FUNDS—The Secretary of State should withhold assistance to any unit of the security forces of a foreign country if the Secretary has credible information that such unit has engaged in sexual exploitation or abuse, including while serving in a United Nations peacekeeping operation, until the Secretary determines that the government of such country is taking effective steps to bring the responsible members of such unit to justice and to prevent future incidents.

AIRCRAFT TRANSFER, COORDINATION, AND USE-aircraft procured with funds appropriated by this Act and prior Acts making appropriations for the Department of State may be used for any other program and in any region.

ECONOMIC AND MILITARY ASSISTANCE SEC. 7056. (a) Under the direction of the President, the Secretary of State shall be responsible for the continuous supervision and general direction of economic assistance, law enforcement and justice sector assistance, military assistance, and military education and training programs, including but not limited to determining whether there shall be a military assistance (including civic action) or a military education and training program for a country and the value thereof, to the end that such programs are effectively integrated both at home and abroad and the foreign policy of the United States is best served thereby.

UNITED STATES AGENCY FOR INTERNATIONAL 4 DEVELOPMENT MANAGEMENT- Up to $93,000,000 of the funds made available to hire and employ individuals in the United States and overseas on a limited appointment basis. The number of individuals hired may not exceed 175, and the authority to hire individuals shall expire on September 30, 2019.
