Congress controls the purse strings. They alone decide what does and doesn't get funded. They never "suggest" where money should go and then let the Exec Branch decide.

 

Trump of course can ask to have money reprogrammed differently. This would be decided at the committee level rather than the full houses. If they say "no", he's out of luck.

When I worked there, the president was never involved in funding issues at all. Everything was negotiated at a much lower level at least three levels or so below the cabinet members..

 

People have gone to prison for spending funds on things not authorized by Congress.

Future warfare will not be fought and won by huge military forces. That's the old way of thinking. Rumsfeld actually understood this but was strong armed into keeping things the same. Reps need an avenue to siphon off our tax money into the pockets of their rich donors. They're no better than the Dems.

 

Terrorists in the Middle East were wiped out using very small units of highly trained forces armed with cutting edge high tech weapons. Our old way of fighting is why it dragged out so long.
