I know this is largely speculation since no sauce was provided, but do we have any definitive evidence that "Soleimani was acting as a lone wolf in Iraq... AGAINST ORDERS from President Rouhani?

The reason that I ask is because I thought it was very odd that the NYT article about hypersonic missiles published one day BEFORE the assassination referred to Soleimani as "former" commander of Iran's Revolutionary guard. Was this foreshadowing or was Soleimani rogue?
