Hm….NG's being sent to foreign airports to receive leavers on the destination side? Seems rather strange, but hey…
It makes sense to have NG's at all known likely destination fields if they expect a reasonable concentration of fleeing roaches. Those planes that aren't going to NG-covered fields can be dealt with on an as-needed basis.
Also, if you do have NG coverage at the target, you can silently let them get there and then arrest them without any media fanfare at all.
