System is accidentally attributing the speed of one of the overhead C30s (specifically tail 08-5712) to the chopper's track, computer probably got confused which radar dot was which because their map-location is really close. Happens pretty frequently when low and slow aircraft are out farting around under an air-route or near a busy airport.
