Personally I think taking out one really BAD leader/general/snakehead to stop an attack is much better than waiting for the attack to happen to then retaliate… resulting in many more deaths of innocents.

it reminds me of the time they tried to set up a mentally ill teenager to commit a "right wing extremist" crime until mom figured out what/who was messing with her kid.
