I'm not hearing a lot about the fact that Soleimani was banned from traveling outside of Iran by the Security Council in 2007.
That ban was reaffirmed in 2015 with the passage of Security Council Resolution 2231
Remember that he was in IRAQ (not Iran), plotting an attack on US soil (Embassy grounds).
