It's all in how you define "successful".
Perhaps actually being able to launch the rockets is an unexpected surprise to them. Perhaps "successful" means having time to pray before the US returns fire – as they most assuredly will.
I'm not there. Perhaps successful means that those who fired the rockets are still around and not deserting.
