It’s a law. Omnibus is an appropriations bill that crams together all 12 funding bills into one giant porktacular vehicle. It controls spending of discretionary (as opposed to mandatory spending like entitlements already required by other laws) funds over the designated period.
A budget is a budget. Congress hasn’t done one in years.

That’s been the law forever. They fund PP anyway. PP uses the right pocket-left pocket trick and uses it for whatever they want. Just adds a couple more pages to their financial statements.
