It's worse than a budget, in a sense.

A "budget" is just an internal agreement within Congress. It doesn't actually lead directly to spending any money. It's not a law but an internal rulemaking.

 

This "omnibus" is the step that will lead to spending specific money in specific ways. It's more like those of us in the real world (not the US government) would call a budget.

 

I am not saying he shouldn't have signed it. I think it was the right decision to sign it, and as I learn more about it, the bad parts seem not so awful. It does overspend, but that's comfy in the short run for the fiscal stimulus, as well as the concrete benefits.
