I think you have to consider specialists from outside Iran who were working on nukes inside Iran.

Look at countries (focus on EU) who don't have their own nukes but offer nuclear physics/engineering in their universities.

They need to get out of Dodge and need to make an initial stop in a country that won't immediately give away their country of origin.
