Little children also do when they are tired, stressed, hungry or unable to convey to the adult what they are trying to get across because they lack the language capacity. All toddlers do it, it's not unusual or necessarily bad parenting. Little kids misbehave sometimes, even with the best of parents. It's the parents' job to then show the child how to behave well (instead of whatever they just did) - a teaching moment, which is natural and built-in. That's how little children are supposed to learn.
