Could be any of whatever number of reasons.
For one, he might just be one of the rats leaving a sinking ship.
For another, he might have been forced to do so, directly or indirectly.
On another note, why would it be such a "big deal" him announcing that he's "stepping down"?
Could just be some "official move", and I'm sure about one thing: he won't start a life as a carpenter or factory worker.
