So let me summarise some of the main points of what I think I understand about the omnibus bill
(Feel free to set me straight on any point(s)):

the bill is not a formal Buget Bill and so the spending directions are really just recommendations, which Trump can adhere to or not (Obama set the example)

the funding extends out to September (except the fully funded military) and is therefore up for review/renewal just before the mid-terms

the army corp of engineers could be directed to build the wall as a national defence measure using defence funding

the OIG is massively funded and protected from interference

no funding for suspended or fired personnel (I nearly wet myself … ha ha ha ha!)

Trump expects an an end to the filibuster and a line item veto (that last BOOM is Magical!)

all in all I think you could call passing the bill a 'Castling' move
