Drain The Swamp: 'Real' Reference?

Q's line in his last post stuck out to me:

What did Q mean by "real" meaning? I've been digging on it, and may have found something (pic related):

Ben Sasse has been vocally against POTUS, but almost always votes with him. I don't know what to make of him, but the legislation he's proposed here is clearly related to what we've learned. Could Q be referring to Sasse's legislation, or maybe even Sasse himself?
